Your photos are unconvincing. They don't take into account:

1) The camera angle
2) The fact that the direction of a pass is determined by the direction it is moving when it leaves the passer's hand

Plus, the ball is still in Tomlinson's hand in your first photo.

Where is the ball here? Is it in front of or behind the receiver?

Since it was ruled that there was a forward pass, the play was dead as soon as the ball hit the ground, just like a "normal" incomplete pass. Thus, even declining the penalty, the play was already dead.

I've actually responded to this already in another thread, and I'm honestly asking for clarification. The illegal forward pass wasn't the one that hit the ground, so shouldn't the play have been dead before hand?
