No it is not and I know first hand. It is the worst idea ever and never could work. I am in the field and at least in California it is a disaster.

That's not what the act did. In a nut shell, the act requires teacher competency tests and student evaluation tests in order for schools to receive Federal funding.

its not working because all students are judged by the same generalized test, regardless if they speak english, or if they have any handicaps. it just doesn't work like that...

not working at all.... I don't think I've ever met a teacher that believed it to be working. I have been in alot of inner city schools here in chicago... and the public school system here in general is failing the students along with most of the parents.
a tough 1-2 combination to overcome.

I think in my neighbhorhood only 10% of kids will actually graduate from high school on time and only 2% go to a 4 year college
