Decimal to American:
1.00-2.00: American = -[100/(Decimal - 1)]
2.00+: American = 100 * (Decimal -1)
American to Decimal:
<= EVEN: Decimal = 1 + (100 / |American|) (The bars meaning ignore the sign)
