Its been documented that people who complain about "welfare fraud" are the ones most likely to consider themselves superior to others and thus above the law, and in turn most likely to engage in fraud themselves. It really makes perfect sense. When ppl get angry that someone else is getting over on them, what makes then even more angry is that they're not getting over themselves.

You're not as smart as you think you are. You're not as rich as you think you are. You're not as important as you think you are. And most importantly, you're not as irreplaceable as you think you are.
