What teams will set all of their starters? New England, Indy, & New orleans can't make their situation any better so they won't(or would be stupid to) play any starters. I don't think cincy has any reason to play either do they?

Cincy has a reason to lose to the jets - they see them at home in the first round of the playoffs and also they eliminate the Steelers. If this is such a sure thing, why do the books have this game on the boards. What am I missing?
