A few reasons why this will stay low:
- Browns offense
- Eagles have been increasing Westbrook's carries lately
- McNabb will throw at least one INT but the Browns won't capitalize
- If the Eagles have a big lead in 4th, they'll pull their starters to rest them for playoff run
- weather
