Thats real tough to say it depends if you talking about majors or not, reg tournaments I would say stricker, majors are so wide open without tiger its to hard to say

Goosen had a bunch of great chances this year dominated several tournaments for 3 rounds only to mess up last round. But if Tiger doesn't play there will probably be 40 different winners in 40 different events this year, maybe Phil takes 2 of them.

goosen= top 15 king however he is not a winner at all besides his majors he hasnt won much
