This total seems really low (38.5). Is the over the play ? I have to say I haven't seen either team play this year but anything <40 in college football is surely very achieveable. Would appreciate peoples thoughts.

Army has a terrible offense and a decent defense. Of course 40 is achievable, but I could also see a 21-3 Rutgers win.

Army does not throw the ball. Their gameplan will be to play keep-away with Rutgers, shorten the game. IMO 38 is too high ... ESPN is already kicking themselves for scheduling this game on a Friday night.

Army with a 10.5 start may be the smart play here given vegas thinks it will be a low scoring contest with the total set at 38.5
