No, stuff like that isn't illegal. It's just part of the paradoxical situation that will always arise when the legality of something is incompletely and/or inconsistently defined. For instance, it's not at all illegal for newspapers all over the country to publish the Vegas lines for games, even though actually taking a bet on those lines is not legal. It's not even illegal for newspapers to have touts picking against the spread and giving their advice, which many do (at least in NYC they do - both the Daily News and the Post do that for football).
